EDUCATION FOR UNDERPRIVILEGED CHILDREN PROJECT

The proposed project,envisions in bringing social, economic transformation by educating the less fortunate children in the rural and semi urban communities of five districts of Gilgil Baltistan province among others in Pakistan. Gilgit Baltistan with a population of about 15,00,000 people, 40% of which are children, 53% are women and 23% are youth between 18 and 30 years of age. Currently the states of less fortunate children in Gilgit Baltistan are encompassed with immense sufferings. Pakistan is a country that depends on 70 % agriculture (farming. The intensive dicrease in crop production and terrerism/ militency destroyed most of thepeople causing most of the less fortunate groups of people which includes, the elderly, widows, the sick and children to spend a tuff day. There are many chances that most families are unable to support themselves and keep their children in school throughout the year. You will also notice that it is worse with millions of children living in the rural communities, slum areas and those coming from the poorest of the poor communities. In a process to reach up to the vision, the strategy is that at least number of the Orphans Vulnerable Children registered in the community who are wondering why they were born because they are without any one helping. So by God’s will these will have access to:- Basic education in a conducive classroom environment. Have scholastic materials provided to them. Each child having a school uniforms. Each child will have access to basic treatment. Live in a better environment. Renovations of the existing Destiny home for children. Improved hygiene and sanitation among the children and their guardians. Provided with essential support in form of blankets, bed sheets. Basic essential treatments of malaria, opportunistic infections, typhoid and sleep in treated mosquito nets. Supports improve livelihood conditions of poor mothers/ guardians/poor women, elderly and widows in the community through supporting their local initiatives. i.e. craftwork, poultry, vegetable growing, goat and improved cattle rearing projects.- This will address the sustainability component that guardians will support their children in future. The situation has left most children with little or without hope at all they live in situation, not sure of a and are uncertain of their future. Being aware that children are nation’s greatest future resource, the project intends to ensure and support the child’s complete development that’s mentally, physically, socially, spiritually and economically, liberating and equipping them as they unwrap their FULL potentials. PROBLEM STATEMENT: The high poverty levels in the area due to, less food production, unemployment, lack of entrepreneurship skills and poor health among the working age group have knit out the vulnerability web mainly among women and youth, resulting in broken families, early marriages, rape and defilement, drug addiction and abuse and increased crime toll. All these factors collectively result in causes of early deaths or imprisonment of parents, consequently making the children vulnerable. The poor yield as a result of the subsistence traditional farming. The aggravated problem therefore is the vulnerability of children rendering them unable to access their rightful basics of health care, education, good nutrition and psychosocial uplifting; that really need to be molded and empowered by them accessing basic education, treatment, with vocational skills that can make them happy, useful and resourceful citizens in society. JUSTIFICATION: It is justifiably apparent that in the entire whole 7 district of Gilgit Baltistan there is no care center for vulnerable children and this renders the less fortunate children more vulnerable because they cannot access basic Education, no one cares or minds and hence these less fortune children are left to guide themselves and also form strong peer groups that are characterized by drug abuse that leads to juvenile delinquency. Secondly due to its rural peripheral location from the cities or town where the economical activity of subsistence peasantry farming making it far below the international poverty line resulting in people failing to afford good basic education, health care and feeding. This has maintained tremendous vulnerability of children resulting in high level of prostitution, child labor and child sacrifice. Therefore schools, orphanage homes with a highly enriched skills vocational center can have both short and a long term solution. Thirdly there are not quality education primary and secondary schools in the area that can provide good educational services. They are congested with high children – to- teacher ratio; they are of low academic standards, and not suitably deliverable to the vulnerable children. Therefore this project is intended to demonstrate true love to the less fortunate children and hence committed to delivering services to the true and rightful beneficiaries without any discrimination of any form and working towards considering the gender based phenomenon and working to ensure it minimizes internal and external stigmatization among the beneficiaries.

Helping Hands Welfare Association Baltistan is a non-profit, non governmental organization set up in April 1991, under the voluntary Social Welfare Agencies (Registration and control) Ordinance 1961(XLVI of 1961) partnership for charitable, health, education (both formal and technical for male and female), environment and poverty alleviation purposes. HHWAB mandate is to develop comprehensive strategies in collaboration with Government, NGOs, Donor Agencies, Private Sector Organizations and concerned members of civil society to ensure the provision of good health and education facilities and reduce poverty from the region and prevention, elimination and rehabilitation of all forms of child labor in Baltistan. HHWAB came into being when it was most needed to comprehensively address health, education, and poverty and child labor issue in Baltistan and protect country’s strategic interests nationally and internationally. Helping Hands Welfare Association Baltistan is a progressive and dynamic organization, leading the way in human development and poverty alleviation by implementing viable economic development, educational and capacity building programs in Baltistan since 1991. 2. Mission Our mission empowering marginalized communities in a support of humanitarian institutions where possible approaches for women peasants, children and vulnerable groups can undertaken to sustain standards of life for integrity and main stream by development projects. The HHWAB promotes the political, legal, and socioeconomic aspirations of marginalized and vulnerable communities (particularly women and children) in order to create a sustainable, equitable, prosperous and peaceful society. 3. Vision HHWAB believes An equal, Educated, developed and prosperous society where every one have equal rights on resources without gender discrimination, in a peaceful environment and where people have easy access towards justice. 4. Governance The HELPING HANDS WELFARE ASSOCIATION is governed by members of Cabinet/Executive Body; those formulate its policies and oversee implementation of the programs. The members of Executive Body meet every six months to discuss issues and progress made during a quarter. Administratively HHWAB is divided into program and finance department. The program department is headed by a program manager and finance department by a finance manager nominated by Executive Body. Both the managers are answerable to the executive director for progress of their respective departments. FAWFP conducts weekly and monthly staff meetings to monitor progress. It also conducts external evaluation to determine the progress made, identify gaps and explore opportunities for enhancing performance. 6. Work, co-operate and form partnership with the Government, Private Sector, development partners and other stakeholders through further networking and formulating joint strategies in areas of common interests.

Do facilities at the location need to be constructed or upgraded?

Yes. The extremely needed facilities for the project are: 1. Construction of 5 primary school building which costs about 40000 USD each. 2. Purchase of furniture for 500 kids(both boys and girls) costs about 25000 USD. 3. Free books and stationary for 500 kids costs about 15000 USD. 4. establishment of Laboratories(computer and science) costs about 30000USD. 5. Renovation of 3 existing school cost about 20000 USD. 6. Admin cost including salaries of teaching and non teaching staff for school management 25000 USD per year.
