The Lompoc Valley Police Activities League (LVPAL) provides sports programs and activities to the youth of Lompoc. Unfortunately LVPAL does not have a dedicated facility from which it operates. LVPAL is proposing to have an indoor sports venue built in the City of Lompoc. LVPAL would like a large warehouse style building with a very high ceiling and a mutli-sport turf-type floor conducive to most any sport. The building would be open space with the exception of offices, lockers/bathrooms, and storage. The sports venues in the City of Lompoc are in generally poor condition due to overuse and age. At a recent LVPAL Little League practice the grass was so un-even we could not hit or throw ground balls to our players. This proposed venue will be for LVPAL sanctioned sporting programs, which presently serve, or sponsor approximately 300 youth annually. This number is restricted because of availability of venues. This facility would be safe from poor field conditions, and outside elements (i.e. weather, gangs, violence). Besides supporting established sports in Lompoc, LVPAL could greatly expand its existing sports. As always, LVPAL’s programs are offered regardless of physical, economic, social and gender issues. LVPAL actively recruits to serve a diverse segment of the community. With this facility I can raise the level of physical activity by getting youth off of the couch and together through sports. By encouraging and promoting individual and team athletic programs, LVPAL hopes to enhance the quality of life for the youth of the Lompoc Valley, and give them the opportunity to develop social skills they will use for the rest of their lives. DEDICATION This building would be dedicated after the founder of our organization, Officer Richard May who was shot and killed by a gang member in the line of duty (www.officerrichardmay.com).
Lompoc Valley Police Activities League. The Lompoc Valley Police Activities League (LVPAL) is an independent non-profit organization, whose purpose is to promote positive interaction between law enforcement and Lompoc Valley youth. The Board of Directors and the membership of LVPAL is comprised of a coalition of members from local law enforcement agencies, (to include local, state, and federal agencies) as well as other community-oriented organizations. Our funding comes entirely from grants, fundraising, and donations. Officers participating in LVPAL act as role models and mentors, and participate in athletic and recreational activities with local youth. Over the years these activities have included boxing, golf, softball, soccer, computer labs, fishing derbies, beach trips, and the annual “Sacramento Experience” where local youth travel to the state capital to tour and meet their legislators. The LVPAL advertises events and attracts membership through partnering organizations, as well as via the Lompoc Police Department’s public access television show. The television show “Police Beat” is a weekly broadcast hosted by the LVPAL Executive Director, and is frequently used to advertise events, recruit for new programs, and to thank supporters. Recruitment efforts focus on achieving diverse participation in the program, to include troubled youth and minorities. It further seeks to reach as many youth as possible by initiating a variety of programs to suit a variety of interests. In summation, the LVPAL is best summed up by the organization’s mission statement: “The Mission of the Lompoc Valley P.A.L. Is to Reduce Juvenile Crime and Delinquency by Uniting Law Enforcement Officers and Youth, Through Quality Activities Designed to Develop Discipline, Self-Esteem, Mutual Trust and Respect in the Lompoc Valley.” http://www.lompocpal.com

Old Lompoc Municipal Pool. 500 block of East Ocean Avenue.. This site is presently occupied by a condemned public pool building. This building has been closed and unused for approximately seven years. This loss of use has impacted the availability of recreational activities in the city. Given that the more troubled communities of this city are within a short distance, the youth living in those communities have suffered the greatest impact. The City Council has expressed its desire to demolish the building and commit the property to use for recreational activities. Its close proximity to the Police Station makes it an ideal location for the LVPAL, and is in one of the safest parts of the city. The proposed site is located on one (of two) major thoroughfares in the city, which will give it maximum exposure. Everyone traveling on Historic Highway 1 through California will drive passed this facility.
Yes. The currenty pool building will be demolished and cleared from the land to make way for the new facility. This will require all new architectural design and construction. We also have $100,000 available to LVPAL from a Community Block Development Grant (CBDG) originally intended for a LVPAL Center. I have spoke with CBDG and the money is still available.
Yes. There are no current designs for this facillity other than the general vision. Based on the similar facilities I have seen, the arcitecture may include pre-engineered steel.
Yes. The are several construction companies within the city limits that are capable of completing consturction and very likely bid for the job.
